Professional Background

Julia Kong advises biotechnology, life sciences, and healthcare companies on regulatory, transactional, intellectual property, and operational matters, with experience in cross-border transactions involving the United States, China, and other international markets.
With more than 25 years in the legal field, Julia has worked at global law firms and held senior in-house and board-level roles at multinational and publicly listed companies. Her approach is to understand the business objective, identify legal and regulatory risk, and give practical advice that clients can act on.

Experience

Julia joined Veritas Law as an attorney in 2025, advising on clinical research collaborations, CRO and CMO engagements, AI-enabled drug development, licensing and technology transfer, venture financings, and cross-border transactions.
Her previous in-house roles include:
• General Counsel / Manager, a Texas-based property investment group
• Chief Legal Officer, Overseas Department, Beijing Enterprises Water Group Ltd.
At Beijing Enterprises Water Group, Julia managed legal affairs for infrastructure projects in nine countries and led a USD 150 million Islamic bond (Sukuk) issuance in Malaysia and the AUD 250 million acquisition of a water and wastewater operator in Australia and New Zealand.
Earlier in her career, Julia spent twelve years in private practice at Blake, Cassels & Graydon LLP, Squire Sanders & Dempsey LLP, Baker McKenzie, and Jones Day.

Board Service and Professional Activities

Julia served as an Independent Non-Executive Director of New Horizon Health Limited, a Hong Kong-listed biotechnology company, from 2024 to 2025. She chaired the Remuneration Committee and served on the Audit, Nomination, and Independent Special Committees.
Julia also volunteers as a Lawyer for the Day, providing free legal assistance to self-represented litigants at the Eastern Housing Court and the Probate and Family Court.
